I first did this activity to supplement a unit in one of the better known Pre-Intermediate coursebooks which had a focus on school, and since then I've used it many times as the culmination of activities aimed at practising the ‘obligation and permission' modals, can, can't, have to, must, don't have to, mustn't.

A Reading Task and Role Play

Here is an activity to challenge the students' reading skills at intermediate level and give them controlled speaking practice in a role play. The learners have to put a jumbled conversation into the correct order and can then act it out in pairs. The conversation takes place in a Travel Agent's.
